Virgin Media over their fibre-optic network.  This is well short of speed available in Japan for example (where the average broadband speed is approximately 90 Mb/sec), as compared to the average broadband speed in the UK of  only 3.6 Mb/sec.  This because the great majority of broadband users in the UK rely on DSL broadband connections, which are unable to match the broadband speeds of fibre optic broadband networks.
